The APEC Economic Committee's Case Study "Study on Best Practices in Using ODR" Mentions the PARLe Platform

The APEC (Asia-Pacific Economic Cooperation) Economic Committee published in January 2023 its case study titled "Study on Best Practices in Using ODR." The study aims to detail the best practices for using ODR (Online Dispute Resolution) in commercial disputes. The APEC case study mentions the PARLe platform as an example of a tool that enhances the resolution of domestic disputes through ODR platforms.

The PARLe platform (Online Dispute Resolution Platform), developed by the Cyberjustice Laboratory in 2016, provides Quebec consumers and merchants with a quick and free service to resolve disputes between them using artificial intelligence. This technology has been adapted to meet the needs of the Office de la protection du consommateur (Consumer Protection Office) of Quebec. It aims to resolve online non-complex low-intensity legal conflicts (consumer disputes, etc.), where the value at stake does not justify taking the matter to court. The platform offers a simple, fast, and effective two-step procedure: negotiation followed by mediation. This process is voluntary, flexible, autonomous, independent, and precedes the judicialization of the dispute.

Here are the current partners of the PARLe platform:

- Office de la protection du consommateur du Québec et ministère de la Justice du Québec

- Commission des normes, de l'équité, de la santé et de la sécurité du travail

- Tribunal administratif du logement

- Condominium Authority Tribunal of Ontario

- Court of Saskatchewan

- Financial and Consumer Affairs Authority of Saskatchewan

- Commission Canadienne des droits de la personne

- Chambre nationale des commissaires de justice (France)

- Chambre nationale des commissaires de justice (France)
