The problem of access to justice is worldwide. The approaches adopted to remedy this problem vary considerably depending on the country, region and especially the financial, technological and institutional means available. It is in this context that we need to understand the role of mobile justice, which is very low cost, as an answer to the worldwide problem of poor access to justice. The mobile justice approach can be analysed along two main lines:

  1. In terms of technological tools for improving the traditional justice system; and
  2. As a procedural innovation external to and compensating for the weaknesses of the traditional justice system.

The first line targets mainly the integration of mobile technologies into justice processes in order to improve their efficiency and scope. The second refers to the use of mobile technologies outside the system with a view to improving access to justice. The two lines necessarily overlap, if only in terms of their essence, since both have the same goal.
